Incarcerated Payers: A Review of Child Support Agency Practice

This report follows a series of previous reports completed as part of the research agreement between the Bureau of Child Support (BCS) and researchers at the Institute for Research on Poverty (IRP) examining the issue of incarcerated payer policy in Wisconsin. In addition to the complexities inherent in these cases, child support agencies (CSAs) have faced a changing policy landscape in recent years at both the state and federal level. Based on interviews with child support staff from twenty-four CSAs around the state, this report seeks to understand CSA practice across Wisconsin for cases with incarcerated payers, with a focus on examining the role of recent policy guidance.
