State law extends foster-care benefits, By Kate Elizabeth Queram, January 25, 2017, News & Record: “A recent change in state law allows children to stay in foster care through the age of 21, a safety net that advocates say can help children continue their education and decrease their likelihood of entering the criminal justice system.  The change, known as the Foster Care 18-to-21 initiative, was passed by the General Assembly in 2015 but did not go into effect until Jan. 1.
